Nick's edit: No it means that we drop all servers we were using as 'government' and don't say try to rebel against ANTA.

Nick's second edit: We're supposed to fight armies that we actually can beat (eg. DW)... not try to declare war on some army with 100 people in their ranks page which they won't even notice...

The reason for this is that most small armies are something like this:
Small army 1 ranks:
Random guy 1
Random guy 2
Random guy 3
Random guy 4
Random guy 5
Random guy 6
Smally army 2 ranks:
Random guy 2
Random guy 4
Random guy 5
Random guy 6
Random guy 7
So in that example, it looks like they have 11 people but in reality, they have only 7.
About the fact that we are setting up BASE, not GOVERNMENT in Snow Storm. So no confusions about that RPF and IW.
Yes, order 67 is like Star Wars now. We must attemp to spy. Let us make ACP or other army penguins called RPF trooper 1 or random stuff like that. This IS vital for us, take snapshots!

You better get ready when When ACP executes Order 67! It's not accutally like a star wars. I call it World War 3. So are you joing the ACP Rebel attack Squad. Any small army that is against ACP can join! It will be big when the time comes!
